OpenAI now accepts advertisers in two of the most regulated categories it had previously blocked. Health insurance, dental services, supplements, vision products, medical testing, hospitals and urgent care all qualify for approval, and housing and job listings were added on 10 August. Advertisers in finance, health care and legal services go through manual review case by case.
What is still blocked
Legal advice, court-related services and similar offerings, with general legal education as the exception
Political ads, which remain banned outright
Placement inside sensitive conversations. Mental and personal health contexts stay off limits regardless of the advertiser's category.
Where it runs
The pilot expanded on 11 August to the UK, Mexico, Brazil, Japan and South Korea. OpenAI first announced ad testing in February and made its category rules more precise in April, removing the blanket blocks on medical, legal and financial advice contexts.
What this means for you
Two things are moving at once here: the categories OpenAI will accept, and the markets it will accept them in. Both moved in the same week, which is the clearest signal so far that this is heading for general availability.
The density number is the one to hold on to. SE Ranking measured ads appearing on 28.69% of healthcare commercial prompts in ChatGPT on 23 July, against 2.64% in Google's AI Mode. If you sell in a regulated category, the surface where your competitors can buy their way into the answer is roughly ten times more active on ChatGPT than on Google's equivalent.
Manual review is the part to plan around. Approval is case by case, so the lead time on a health or finance account is not something you can schedule around a campaign date.
