ChatGPT Ads Opens Self-Serve in India, the Middle East and North Africa
OpenAI's 31 August announcement named regions and no countries. Its availability table now lists 52, twelve more than a week ago: India plus eleven markets across MENA. The UAE and Saudi Arabia are not among them.

OpenAI opened self-serve Ads Manager access across India, Europe, the Middle East and North Africa on 31 August 2026. The announcement named regions. The country-level picture only became readable from OpenAI's availability table, which now lists 52 countries where a week ago it listed forty. The twelve additions are India, Algeria, Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon, Morocco, Oman, Qatar and Tunisia.
What actually changed
OpenAI's post on 31 August 2026 carried one sentence about availability: "Starting later today, advertisers can purchase ChatGPT ads directly via Ads Manager across India, Europe, the Middle East, and North Africa." The rest of the post was about the platform passing a billion dollars in annualized revenue run rate in under 200 days.
Most coverage read that as a European story, because Europe was the part with a prior announcement behind it. The other half of the sentence moved twelve countries.
The list of businesses that can open and verify their own ChatGPT advertiser account now runs to 52 countries.

The two countries everyone assumes are on the list
The United Arab Emirates is not on OpenAI's availability table. Neither is Saudi Arabia, and neither is Israel.
That is worth stating flatly, because the regional wording has already produced confident claims to the contrary. A business in Dubai reading "the Middle East" reasonably concludes it can sign up. It cannot. Its neighbours in Bahrain, Kuwait, Oman and Qatar can.
Eligibility on this platform follows one thing: the country where your legal entity is registered. It is fixed at signup and cannot be changed afterwards. A UAE group that already owns a company registered in any of the 52 can open an account under that company today.
India is the cheapest entry point on the platform
India arrived with a published minimum daily budget of 725 INR, about 7.60 US dollars. Every other published minimum is higher: 25 USD in the United States, 15 GBP in the United Kingdom, 25 CAD, 25 AUD, 25 NZD, 40 BRL, 150 MXN, 2,500 JPY and 25,000 KRW.
OpenAI publishes minimums for ten billing currencies. There is no euro row, even though the 31 European markets have had self-serve accounts since 31 August. Anyone quoting a euro platform minimum is inferring it.
Advertiser access and ad serving are still two different lists
This is the distinction that decides whether a new account is useful on day one.
The availability table answers who can buy. It says nothing about where ads reach users, and OpenAI publishes no country list for that. India is covered by trade reporting of ads running on its free and Go tiers. For the eleven MENA markets there is no serving confirmation anywhere.
So a Qatari or Moroccan advertiser is in a real but specific position: the account opens, verification runs, campaigns build, and the targeting has to point at markets where ads are known to serve. That is the US, Canada, the UK, Australia, New Zealand, Japan, South Korea, Brazil, Mexico, India and the 31 European markets.
Europe spent eight days in the mirror image of this in August: ads reached European users from 24 August while European businesses could not open an account until the 31st.
What to do this week
If your business is registered in one of the twelve new markets, open the account now. Verification takes days, the account country is permanent, and the auctions are cheapest while the advertiser base is thin.
If your business is registered in the UAE or Saudi Arabia, the entity question is the whole question. Check what your group already owns before assuming you are waiting.
If you were already advertising, nothing about your account changed. What changed is who you are bidding against, and there are now twelve more countries of them.
