Where ChatGPT ads are available.

Two lists decide everything: the countries whose businesses can open an advertiser account, and the countries whose users actually see ads. They are different lists. Eligibility follows where your business is registered, and reach follows where your customers are. In Europe the two lists closed on each other in eight days: ads began serving in 31 European markets on 24 August 2026, and on 31 August businesses registered in those markets could open their own advertiser account through the self-serve beta. That same 31 August opening reached India, the Middle East and North Africa, and the advertiser list now holds 52 countries. Outside Europe, India and the original nine, the two lists have come apart again: a business in Qatar or Morocco can open an account while OpenAI has confirmed nothing about ads serving to users there.

[ Who can advertise ]

Businesses registered in these countries can open and verify an advertiser account themselves. Brazil became the eighth market on 4 August 2026, on both lists at once, and Mexico the ninth on 20 August. On 31 August beta self-serve access opened across the 31 European markets, India, and eleven markets in the Middle East and North Africa, taking the list from nine countries to 52. Two limits ride along with it, in OpenAI's own words: the access is a beta, and it opens to advertisers in approved categories whose ads clear its policy checks, so an eligible country is a door rather than a guarantee. The United Arab Emirates, Saudi Arabia and Israel are not on the list, whatever an AI answer may tell you. Checked against OpenAI's availability table on 2 September 2026.

The other routes into the platform did not close when self-serve opened. OpenAI's Ads Solutions team still books directly, as do agency partners such as Dentsu, Omnicom, Publicis and WPP and technology partners including Adobe, Criteo, Kargo, Pacvue and StackAdapt. What changed on 31 August is that a European business no longer has to use one of them to get in: it can open its own account, verify its own legal entity and run its own campaigns. The account always carries the advertiser's legal entity, whichever route it arrives by, so the reason to bring in an agency now is execution rather than access. OpenAI keeps a live availability table but stamps no dates on it, so a market can open or slip without anything visibly changing. We check it against our own account and log what moved, which is the part you cannot get from the source.

Twelve of them arrived with the 31 August opening and were not in our list until today: India, plus Algeria, Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon, Morocco, Oman, Qatar and Tunisia. OpenAI's post that day said self-serve was launching across India, Europe, the Middle East and North Africa, naming the regions rather than the countries, which is why the country-level picture only became readable from the availability table itself. The United Arab Emirates, Saudi Arabia and Israel are not on that table. Google's AI Overview said otherwise the same week, stating that ChatGPT Ads had launched in the UAE with self-service access for local businesses, which OpenAI's own page contradicts.

21 August 2026OpenAI's advertiser email said self-serve advertiser accounts would open in the 31 European markets in the week of 24 August, and its availability table listed all 31 as coming soon the same day. The accounts arrived on 31 August, a week later than that email read. The same email announced the Maximize results bid strategy, platform targeting across iOS, Android and web, one-day view-through conversion reporting, and a WorkMagic measurement integration.
20 August 2026Mexico moved from coming soon to available, becoming the ninth advertiser market and the first Spanish-language one. OpenAI's coming-soon column is now empty.
19 August 2026OpenAI confirmed ChatGPT Ads across 31 European markets from 24 August, on the free and Go tiers. Buying access at launch runs through its Ads Solutions team, agency partners and technology partners, with a self-serve Ads Manager later this summer. Advertiser-account eligibility did not change.
18 August 2026The campaign builder opened audience targeting to every EU member state, the rest of the EEA, Switzerland, Mexico and India. Unannounced by OpenAI; we verified it inside our own account. Advertiser-account eligibility did not change.
August 2026Brazil became the eighth market on 4 August: businesses there can open accounts and ads now serve to Brazilian users. Mexico, announced at the same time, stayed on the coming-soon list for another two weeks.
June 2026The United Kingdom became the first European market, and Ads Manager began rolling out to UK businesses.
May 2026Self-serve opened to all US advertisers as the minimum spend was dropped, and the UK, Japan, South Korea, Brazil and Mexico were announced.
February 2026The platform launched in the United States, Canada, Australia and New Zealand.

Two lessons are worth carrying out of that table. Announced and open are different states, which Brazil and Mexico demonstrated by being announced in the same sentence in May 2026 and opening in August, two weeks apart from each other. And when OpenAI says it has no timeline to share, that describes what its team is permitted to tell you rather than how far away something is. In August 2026 a format it had no shareable timeline for entered testing four days later.

Your country not on the list?

A business registered in these markets cannot open an account yet, and the account country is permanent once set. If your group has an entity in an eligible country, that entity can advertise today.
