Businesses registered in 52 countries can open a ChatGPT advertiser account as of September 2026: the United States, Canada, the United Kingdom, Australia, New Zealand, Japan, South Korea, Brazil, Mexico, India, the 31 European markets, meaning the EEA plus Switzerland, and eleven markets across the Middle East and North Africa. Everything beyond the original nine gained beta self-serve access on 31 August 2026. Ads are confirmed serving to users in forty-one of those countries, and OpenAI has published nothing about the eleven MENA markets. Eligibility follows where your business is registered, and reach follows where your customers live.
Those two sentences answer most eligibility questions, and they also contain the trap that catches most advertisers: there are two different country lists, and people treat them as one.
The two lists everyone confuses
The advertiser list says who can open and verify an account. The serving list says whose users actually see ads, on ChatGPT's free tier and the Go plan. Most countries sit on neither list, and a market can join one before the other, which is why checking both is worth the thirty seconds.
Mexico makes a second point worth internalising. It was announced alongside Brazil, in the same OpenAI product update, and Brazil opened weeks before Mexico did. Announced and open are different states, and the gap between them was real even though Mexico has now closed it. Check the live table before you plan a launch around a market. The timeline behind it: the platform launched in February 2026 in the US, Canada, Australia and New Zealand, opened self-serve to all US advertisers in May 2026, and announced the UK, Japan, South Korea, Brazil and Mexico that same month. The UK became the first European market in June 2026, Brazil the eighth market in early August 2026, and Mexico the ninth later that month. Ads began serving across 31 European markets on 24 August 2026, and beta self-serve accounts opened on 31 August across those markets, India, and eleven markets in the Middle East and North Africa, taking the advertiser list from nine countries to 52 in a week. OpenAI announced that last step by region rather than by country, which is why the country-level picture is only readable from its availability table, and why AI answers have been getting it wrong: one Google AI Overview in early September stated ChatGPT Ads had launched in the United Arab Emirates with self-service access, and the UAE is not on OpenAI's list. Two limits come with that opening, in OpenAI's own words: it is a beta, and self-serve opens to advertisers in approved categories whose ads clear its policy checks, so being in an eligible country gets you to the application rather than past it. Registration decides everything
The platform checks one thing: the country where your legal entity is registered. A German company selling mostly to American customers can open an account today, because Germany is on the advertiser list, and it targets American users because the US is on the serving list. Audience never overrides registration. That distinction stopped looking academic again on 31 August 2026. Eleven MENA markets are now on the advertiser list with nothing confirmed on the serving side, so a business in Qatar or Morocco can open an account and then has to point its campaigns at countries where ads are known to reach users. Europe showed the same split in the other direction for eight days in August 2026: ads reached European users from 24 August while European businesses still could not open an account until the 31st. A company registered outside the 52 is in that position permanently for now, and no amount of customers inside them changes it.
Eligible advertisers choose target countries per campaign from the serving list. Sub-country targeting, meaning states, cities, DMAs and postal codes, exists only in the US today. Every other market is targeted at country level.
Three account rules that catch people
The setup rules are stricter than on Google or Meta, and two of them are permanent:
- +The account's business country and currency are locked at setup. There is no support ticket that changes them later; a different country means a brand-new account under a different entity.
- +One legal entity per account. Verification checks your exact registered name, registration number and address, so the entity you pick at the start is the entity the account belongs to forever.
- +The payment card must match the entity and its country. A UK account expects a UK-billing card in the company's name; a personal card from another country is the most common verification failure.
One entity per account is the rule, and it stops there. The same login can hold several advertiser accounts side by side, say a UK company and a US one, as long as each carries its own accurate business details and neither exists to get around a verification or a policy the other failed. We checked that one with OpenAI, since the docs never address it.
OpenAI states the card rule plainly in its billing and payment documentation: the billing information and payment method should match the business entity and country used when the account was created.
One operator note the public docs bury: the platform will let ads start serving before business verification is finished, then interrupt them if it stalls. We verify first anyway. Reviews are running slower than usual right now, and a campaign paused mid-flight costs more than a launch that waited a day for the green light.
Not eligible today? Your real options
An existing entity in an eligible country is the cleanest route: if your group already has a US or UK company, that company can open and verify its own account today and invite your agency into it. There is no manager account on the platform, so nobody can run your ads from their own account while your business stays unverified, and how agency access really works is worth reading before anyone promises you otherwise. Beyond that, the honest move is to get launch-ready now, because the brands that open with a full campaign win the cheap early auctions when a market unlocks.
