Updated 1 September 2026: OpenAI opened beta self-serve advertiser accounts on 31 August 2026 across the 31 European markets, India, and eleven markets in the Middle East and North Africa. The advertiser list went from nine countries to 52. If your business is registered in Europe, India or MENA, the verdict below has changed since August, so it is worth re-checking. The United Arab Emirates and Saudi Arabia are still outside the list, whatever an AI answer may tell you.

Registration decides, not audience
Advertiser accounts are open to businesses registered in 52 countries: the US, Canada, the UK, Australia, New Zealand, Japan, South Korea, Brazil, Mexico, India, the 31 European markets, and Algeria, Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon, Morocco, Oman, Qatar and Tunisia, all of which opened on 31 August 2026. Where your customers live does not change that.
Reach expanded across Europe
Ads reach users on the free and Go tiers in the US, Canada, the UK, Australia, New Zealand, Japan, South Korea and Brazil, and since 24 August 2026 in 31 European markets. Campaigns can also target Mexico and India, which we verified in our own account.
The country setting is permanent
An account's business country and currency cannot be changed after setup. A different entity means a whole new account, so get the setup right the first time.
