Portuguese businesses verify with their exact registered name, their NIPC from the Registo Comercial, and a Portugal-billing payment card. The account is billed in EUR, and the country and currency cannot be changed afterwards.
Write the ads in European Portuguese. The model answers in the language of the conversation, and Brazilian Portuguese copy reads as foreign to a Portuguese reader in exactly the way it does everywhere else.
Targeting is at country level in Portugal today; the state, DMA, city and ZIP targeting available in the US has not rolled out to Europe.
