Businesses registered in the UAE still cannot open a ChatGPT advertiser account. OpenAI's Ads Manager availability page, checked on 2 September 2026, lists 52 countries as self-service available and the UAE is not one of them. Neither is Saudi Arabia.

Why you cannot advertise from the UAE today.
Eligibility follows where your business is registered, not where your customers are. OpenAI opens advertiser accounts to businesses registered in 52 countries: the US, Canada, the UK, Australia, New Zealand, Japan, South Korea, Brazil, Mexico, India, the 31 European markets, and eleven markets across the Middle East and North Africa. A business registered in the UAE cannot open an account today, and the registration country cannot be changed later, so there is no workaround inside the platform itself.
One honest exception: if your company also has a legal entity registered in an eligible country, that entity can open and verify its own advertiser account today.
