The UAE Is Not on OpenAI's ChatGPT Ads List
A Google AI Overview said ChatGPT Ads launched in the United Arab Emirates with self-service access for local businesses. OpenAI's own availability page lists 52 countries and the UAE is not one. Here is how the answer got there.

On 2 September 2026 a Google AI Overview stated that ChatGPT Ads had "officially launched in the United Arab Emirates and the wider Middle East and North Africa (MENA) region on August 31, 2026", under a heading reading "How ChatGPT Ads Work in the UAE", with a bullet claiming local businesses could set up and run campaigns in the OpenAI Ads Manager. OpenAI's own availability page, read the same day, lists 52 countries and the United Arab Emirates is not one of them.
What OpenAI actually published
Two documents, both public, both dated.
The announcement on 31 August 2026 says: "Starting later today, advertisers can purchase ChatGPT ads directly via Ads Manager across India, Europe, the Middle East, and North Africa." It names regions. It names no country in that sentence, and the word Emirates does not appear in the post.
The Ads Manager availability page carries the country-level answer. Read on 2 September 2026, it lists 52 countries, every one marked Available, with no coming-soon rows. Eleven are in the Middle East and North Africa: Algeria, Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon, Morocco, Oman, Qatar and Tunisia.
The United Arab Emirates is absent. So is Saudi Arabia. So is Israel.
How a region became a country
The chain is short and it is worth following, because it repeats.
OpenAI announced a region. Trade coverage reported the region, accurately. A summariser then had to answer a question about a specific country, held a set of sources that all said "the Middle East and North Africa", and resolved the region to the country in the query. It then generated a heading, a set of bullets and a self-service claim underneath it, none of which appear in any source it cited.
Every individual step is defensible. The output is wrong in the one way that costs a reader money: it tells a business it can do something it cannot.
Why this one is expensive
Most AI errors are cheap. This one sits directly on a commercial decision.
A UAE marketing team acting on that answer books time to build campaigns, prepares creative against the platform's specs, and discovers at signup that the account cannot be created. Worse, eligibility on this platform follows the country where the legal entity is registered and it is fixed permanently at signup. A team in a hurry, having been told it is eligible, is exactly the team that registers an account wrong.
The honest answer for a UAE business is narrower and more useful: you cannot open an account from a UAE entity, your neighbours in Bahrain, Kuwait, Oman and Qatar can, and if your group already owns a company registered in any of the 52 eligible countries, that company can open an account today.
The general lesson, since it is not about one answer
Regional announcements are where AI answers break, because the gap between "the Middle East" and "the United Arab Emirates" is a gap a language model will close on its own.
Three habits cover most of it.
Follow the answer to its primary source and read the original wording. A summary drops the qualifiers first, and the qualifiers are the answer.
Prefer the vendor's availability or pricing page over the vendor's announcement. Announcements are written for a region and a narrative; availability pages are written per country because support tickets demand it.
Treat a specific claim built on a general source as unverified. When every citation says region and the answer says country, the country came from the model.
We check OpenAI's availability table on a schedule and keep a dated log of every change, because this is the third time in six weeks that the published list and the reported list have disagreed.
