Businesses registered in the 31 European markets can open their own ChatGPT advertiser accounts. OpenAI announced the change on 21 August 2026 in its product update to advertisers, saying accounts would open the following week; beta self-serve access actually arrived on 31 August. Ads begin serving to European users the same week, so Europe joins both sides of the platform at once.
Update, 2 September 2026: the 31 August opening was wider than Europe. OpenAI's announcement that day said self-serve was launching across India, Europe, the Middle East and North Africa, naming regions rather than countries. Its availability table now lists 52 countries as self-service available: the previous forty plus India, Algeria, Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon, Morocco, Oman, Qatar and Tunisia. The United Arab Emirates, Saudi Arabia and Israel are not on that table. The post below records the European opening and stays as written. The current country list.
Update, 31 August 2026: self-serve is live. OpenAI opened beta self-serve Ads Manager access directly to advertisers across the 31 European markets on 31 August 2026, a week later than its 21 August email implied. A business registered anywhere in the EU, Iceland, Liechtenstein, Norway or Switzerland can now open and verify its own advertiser account. Two limits ride with it in OpenAI's own wording: the access is a beta, and it opens to advertisers in approved categories whose ads clear its policy checks. The date in the summary below has been corrected from that email's wording to what actually happened. The current country list.
How we know
The confirmation arrived in OpenAI's 21 August product update to advertisers, which we receive as an active account: "Starting next week, ChatGPT Ads will expand to 31 European countries, giving advertisers with business in these markets a new opportunity to expand their reach." The same day, OpenAI's Ads Manager availability page listed every one of the 31 European countries as coming soon. That column had been empty since 20 August, when Mexico moved to available.
What changed since Tuesday
On 19 August, OpenAI's Europe announcement said buying would run through its Ads Solutions team, agency partners and technology partners, with a self-serve Ads Manager "later this summer". Later this summer resolved to next week. A company registered in Germany, France, Portugal or any of the other 31 markets gets its own account, its own verification and its own campaigns, without waiting for a partner introduction.
No exact day exists anywhere in OpenAI's material, so treat the date as the week of 24 August, not the day itself.
What does not change
The account rules carry over unchanged. Eligibility follows the business registration country, the account country and currency are permanent once set, verification checks the exact registered legal name, and there is no manager account, so an agency works inside your account rather than running ads from its own. The eligibility guide has the full rules.
The week that decides launch position
Early auctions are thin. The advertisers who opened the US in February and Brazil in August bought attention cheaply while competitors read the verification form. Everything a European brand needs on day one can be prepared now: entity documents, a company card in the account currency, conversion tracking, and the ad set built to the 100-ad bar. Our new ChatGPT Ads in Europe guide walks through the whole launch-week checklist, and the 30-second eligibility checker now answers with your market's opening week.
