Beta self-serve access to OpenAI's Ads Manager opened directly to advertisers across the 31 European markets on 31 August 2026, one week after ads began serving there. A business registered in any EU member state, Iceland, Liechtenstein, Norway or Switzerland can now open and verify its own advertiser account. The advertiser list went from nine countries to forty in eight days.

What actually changed

Until 31 August, a European company had three ways to buy ChatGPT ads and none of them was its own account: OpenAI's Ads Solutions team, one of the named agency partners, or a technology partner. Access was the bottleneck, and for a small advertiser it was an absolute one, because none of those routes is built for a company spending a few thousand euros a month.

That bottleneck is gone. OpenAI's own framing was that expanding self-serve access "opens that opportunity to businesses of every size, from startups building their first campaign to global brands looking for new ways to grow".

The two limits nobody is quoting

The announcements are being repeated as though Europe is simply open now. Two qualifiers come straight from OpenAI's wording and both matter before you plan a launch.

It is a beta. Beta access on a platform six months old means the feature set moves under you, and it means the thing that works this month may be configured differently next month.

It opens to advertisers in approved categories whose ads clear its policy checks. Registration country gets you to the application. Your category and your creative decide whether you get through it. Regulated categories should expect friction, and should not build a launch plan that assumes approval.

What has not changed at all

Every account rule carries over, and the ones that catch people are permanent.

  • Eligibility follows the country where your legal entity is registered, never where your customers are.

  • The account's country and currency are locked at setup. A different country means a different entity and a brand-new account.

  • Verification checks your exact registered name, registration number and a payment card billed in the account country.

  • There is no manager account and no shared billing. An agency is invited into your account and works inside it. How agency access really works has the detail OpenAI confirmed to us in writing.

What this is worth right now

Early auctions are thin auctions. The advertisers who opened the United States in February 2026 and Brazil in August bought attention cheaply while their competitors were still reading the verification form. Europe is in that window today, and it is the shortest-lived advantage this platform offers. It closes as the market fills, and nobody publishes that date.
