ChatGPT Ads expands to 31 European countries from 24 August 2026, OpenAI announced on 19 August. Ads show only to users on the Free and Go plans. Buying access at launch runs through OpenAI's Ads Solutions team, agency partners and technology partners, with a self-serve Ads Manager following later this summer. We published the European country list 24 hours earlier, from the campaign builder inside our own account.
What we published on 18 August
On the evening of 18 August our campaign location picker at ads.openai.com listed all 27 EU member states, plus Iceland, Liechtenstein, Norway and Switzerland. We screenshotted every screen of the list and published it the same night, hedged, because a country appearing in a dropdown proves the tooling exists and nothing more.
That was 31 European countries. OpenAI's announcement names 31 European countries. Our report from 18 August carries the screenshots and the country-by-country list.

The hedge held as well
We wrote on 18 August that the audience door had opened and the advertiser door had stayed shut. OpenAI's wording confirms that split. A company registered in Portugal, Spain or Germany cannot open its own account and start spending on 24 August. It reaches this inventory through OpenAI's sales team, one of the named agency partners, a technology partner, or a company in its own group that is registered somewhere eligible.
The named agency partners are Dentsu, Omnicom, Publicis and WPP. The technology partners include Adobe, Criteo, Kargo, Pacvue and StackAdapt. None of those is a door a mid-sized European brand walks through.
What this means for you
The gap between 24 August and self-serve is the opportunity. Inventory across 31 markets goes live while most European brands are still waiting for a signup button, so the first campaigns run with very little competition for placement.
Two things are worth doing this week. Find out what ChatGPT already answers when someone asks about your category, because that answer is what your ad appears beside. Then get creative, landing pages and conversion events ready, so launching becomes a same-day decision once your route in is open.
One caution on the word partner. Being on OpenAI's partner list is a different thing from being your agency, and no agency can lend you its eligibility: the platform has no manager account and no shared billing, so the account carries your legal entity and is verified against your own registration details. For most European brands the workable route is a US or UK company the group already owns, which opens the account and invites an agency in. That is how we run ours.
The structural reason is in our agency access guide, which is the answer OpenAI's ads team gave us in writing.
