ChatGPT Ads Can Now Target Every EU Country
All 27 EU member states appeared in OpenAI's campaign location picker on 18 August 2026, ahead of any announcement. The full country list, and what it changes for European brands.

On 18 August 2026, the campaign builder at ads.openai.com started listing all 27 EU member states, the full EEA, and a set of new global markets as targetable audience locations. OpenAI has not announced this. What OpenAI did communicate, on 15 August, is that ads start appearing for Free and Go users in the EEA and Switzerland later this month. Advertiser accounts remain limited to a small set of countries, so this change is about who ads can reach. It is the strongest signal yet that EU audiences on ChatGPT are about to become a paid channel.

We run ChatGPT ad campaigns for clients. While setting up a new campaign on the evening of 18 August, the "Locations for this campaign" picker showed something it had never shown before: the entire European Union.

What exactly changed
Until now, ChatGPT ad campaigns could only be pointed at a short list of pilot markets. The location picker inside the OpenAI ads platform now lists, as selectable campaign targets:

To be precise about the evidence: we saw these countries listed in the campaign builder, in our own account, and screenshotted every screen of the list. OpenAI has published nothing about it. Treat it as what it is, a verified observation inside the live product, ahead of any announcement.
What OpenAI has actually announced
The official communication, from 15 August, covers the user side: people on ChatGPT Free and Go plans in the EEA and Switzerland start seeing ads later this month. Those ads are non-personalized at launch, based on conversation context under GDPR legitimate interest. Paid tiers, meaning Plus, Pro, Business, Enterprise and Education, stay ad free.
Reporting so far mentions France, Germany, Ireland and Singapore as the next advertiser markets. Nobody has published the full targeting list above.
Put the two together and the sequence is clear: EU users start seeing ads within weeks, and the tooling to aim campaigns at them is already live.

Who can actually run these ads
This is the part most coverage will get wrong, so here it is plainly.

So the door that opened is the audience door. An advertiser with an eligible account can now build campaigns aimed at EU markets. An EU company without access to an eligible billing entity needs a partner that has one.
Why this matters for EU brands
ChatGPT has become the place where buying decisions start. Ads inside those conversations reach people at the exact moment they are asking which tool they should use, or which brand they should trust. Three things make this moment unusual.
The inventory is new. Nobody has spent a euro on EU ChatGPT audiences yet. Early advertisers get uncontested attention while competitors wait for a press release.
Targeting is contextual. With no personalization at launch, placement quality depends on matching real conversation intent. That rewards advertisers who understand how their customers actually ask questions in AI tools, which is the same discipline as AI visibility work.
The window is measurable in weeks. Once ads officially roll out across the EEA, this stops being early.
