How ChatGPT Ads Budgets Really Spend
OpenAI documented the rules behind ChatGPT Ads budgets in late September 2026: a daily budget is a weekly average that can double on a day, and an open-ended campaign is paced to 60 days.

A ChatGPT Ads daily budget is a seven-day average. One day can be billed up to twice the figure you set, the seven days from Sunday to Saturday will not exceed seven times it, and a campaign-total budget with no end date is quietly paced across 60 days. OpenAI documented all of this across two help-centre articles in late September 2026.
Most advertisers meet these rules by being surprised by them. A campaign bills 30 euros on a 15-euro daily budget, or stops serving on a Thursday while the dashboard still reads active, and it looks like a platform fault. It is the pacing model working as designed, and the design is now written down.
A daily budget is a weekly average
The number you enter is the average you want to spend per day across a seven-day period, and the platform is allowed to move spend around inside that week.
A single day can spend up to twice your daily budget. On 15 EUR a day, a 30 EUR day is within the rules.
The seven days together will not exceed seven times it. On 15 EUR a day, the week is capped at 105 EUR.
An underspending day can be made up later in the same week. Unused budget is not lost on the day it goes unused.
The budget week runs Sunday to Saturday in your ad account's timezone, so the reset is not on the day you launched.
The consequence that catches people is at the end of the week. A campaign that used its weekly allowance early can stop delivering until the next budget week while still showing as active. Nothing is broken, and no setting will restart it before Sunday.
Changing the number mid-flight follows two more rules, and they decide what you can be billed. Raise a daily budget partway through a day and that day's ceiling is twice the highest amount that was active at any point in it: moving 100 to 110 in the afternoon allows up to 220 that day. Change it partway through a week and the seven-day limit is recalculated from the moment of the change through to the next Sunday at midnight.
A campaign-total budget has a pacing period, and it may not be yours
A campaign-total budget is the stricter control, a ceiling on the whole run. What is new is how the platform spreads that money.

An open-ended campaign is therefore being paced across two months without anyone choosing that. If the flight you have in mind is six months, the end date is what tells the platform.
Two rules about editing a campaign-total budget are worth knowing before you touch one. A revised total has to cover what the campaign has already spent, and a total set equal to the amount already spent stops delivery. That is the quiet one: the campaign goes on reading active while it can never serve again. Raising bids does not rescue a campaign that pacing is holding back either, because a bid-strategy change does not override total-budget pacing, and low bids can still leave the budget unspent.
Pacing is also not a promise in either direction. OpenAI says plainly that it does not guarantee the budget lasts until the end date, nor that it is spent in full, because spend depends on the delivery the auction actually offers.
Why a daily budget sometimes refuses to go lower
This one produces a wrong answer that travels. On a campaign using a daily budget with fixed bidding, the daily budget must be at least the highest effective per-event bid across the campaign's non-archived ad groups, audience bid multipliers included. One ad group with a high bid cap sets a floor under the entire campaign's budget, and the fix is to lower that bid cap first and then save the smaller budget. The rule does not apply to automated bidding or to campaign-total budgets.
OpenAI's own example is a 250.50 effective ad-group bid blocking any daily budget below 250.50, and its documentation states that this is not a universal $250 platform minimum. The real minimum is the published row for your billing currency: 15 EUR a day on a euro account, 25 USD in the US, 15 GBP in the UK, and 19,000 VND in Vietnam, the lowest entry point anywhere. Anything above that which refuses to save is a bid cap in one of your ad groups.
What this changes in practice
Read a spend spike against twice the daily budget. That is the real ceiling for one day, and only spend past it is worth investigating.
Read a mid-week delivery stop as a budget week that ran out, before treating it as a delivery problem.
Set an end date on any campaign-total budget you intend to run for longer than two months.
Never set a campaign-total budget to the amount already spent unless stopping the campaign is what you want.
Check ad-group bid caps when a daily budget will not save at the number you want.
