ChatGPT Ads in Portugal: Targeting Is Now Available

Portugal now appears as a targetable campaign location inside OpenAI's ads platform. We verified it on 18 August 2026 while building a campaign. Portuguese users on ChatGPT Free and Go plans start seeing ads from 24 August 2026, confirmed by OpenAI on 19 August. Companies registered in Portugal can open their own advertiser account since 31 August 2026, billed in EUR, with no foreign group entity needed.

Update, 2 September 2026: the 31 August opening was wider than Europe. OpenAI's announcement that day said self-serve was launching across India, Europe, the Middle East and North Africa, naming regions rather than countries. Its availability table now lists 52 countries as self-service available: the previous forty plus India, Algeria, Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon, Morocco, Oman, Qatar and Tunisia. Update, 31 August 2026: self-serve is live. OpenAI opened beta self-serve Ads Manager access directly to advertisers across the 31 European markets on 31 August 2026, a week later than its 21 August email implied. A business registered anywhere in the EU, Iceland, Liechtenstein, Norway or Switzerland can now open and verify its own advertiser account. Two limits ride with it in OpenAI's own wording: the access is a beta, and it opens to advertisers in approved categories whose ads clear its policy checks. Update, 21 August 2026: Portuguese businesses get their own accounts. OpenAI confirmed on 21 August that self-serve advertiser accounts open across the 31 European markets, Portugal included, in the week of 24 August 2026. What changed

Until this week, ChatGPT ad campaigns could only reach a handful of pilot markets. On 18 August we found Portugal listed in the campaign location picker at ads.openai.com, together with the rest of the European Union. OpenAI confirmed the European rollout the following day, 19 August; our screenshots document what the platform showed first. Why Portuguese brands should care sooner than most

Contextual targeting decides which conversations an ad lands in, and conversations in Portugal happen in Portuguese. An ad written for an English prompt competes badly against copy that matches how someone actually asks, in pt-PT, which model of a product suits them or which supplier to trust. The advertisers who win the first months here will be the ones whose ad copy and landing pages read like the questions being typed.

That is the same work as AI visibility. Before a euro of ad budget moves, it is worth knowing what ChatGPT already answers when someone asks about your category in Portuguese, because that answer is what your ad appears beside.
